This guy is playing 21/17 3bet 7.3 fold to 3bet 31. should i have ship the turn over his reraise? The way i played it should i have just c/f the river when he shove?

I think you played it fine and got unlucky obv.
After giving up the initiative I c/c river though.

If this player were good to very good I would be c/c'ing the river.
If he were OKish/nitty you could potentially c/f the river.
If he were meh to bad you played the hand well.
Only thing that matters if he's not bad enought o raise QT, KT, AT on the turn is if he's good enough to jam the river with air.
